I booked a vacation stay with "PR Vacation Stays" 6 months in advance through Booking.com, at a beachfront high-rise apartment in San Juan.
Upon arrival at the property, I was refused entry by building security.
Texting the host, he claimed he had cancelled the booking due to non-payment. I sent him my confirmed reservation request, but he maintained he had not been paid. I did not have access to my receipt at that time, so I had to book elsewhere.
After my return home, I provided the host with my proof of payment, and asked for a refund.
I had booked and paid with a credit card, which was credited to his paypal account.
Although he claimed he would refund my money, there was no credit to my cc account.
Instead, he gave me a run-around, claiming my refund was "with Paypal, and I had to ask them, he has no control after accepting a refund".
I told him that is not how it works, there needs to be some kind of communication from him to Paypal either in form of a credit to my Paypal account, or directly to my credit card.
It is not the customer's responsibility to ask Paypal about a refund for something I didn't book through them, when they have no record of a transaction from my paypal account.
To make it easy for him, I sent him a refund request from my Paypal account, and told him it was from me, sending him screenshots of the request.
He could have just responded to my request and sent the refund, but instead he has ignored that request, and my further text messages.
I can only surmise that they are one of these:
(1) they are just grossly incompetent, losing track of their customers' payments, and then not having the integrity to make good on their errors,
or
(2) deliberate scammers, knowing full well when making bookings, they will not honor the reservation, and keep the payment.
