The cascade, was an idea of the Armenian architect Tamanian in the early 20th century to link the city center with the hill right above but the project was never started for the lack of funds. But about 50 years later the project was revived with a new idea from architect Torosyan of using the staircase as a garden, fountains and an indoor and outdoor art center but still the work stopped again till after the collapse of the USSR and constructions resumed from 2002 till the official opening in 2008.
The final design consists of a ground floor with its park, fountains and many contemporary sculptures as well as 5 terraces till it reaches the obelisk over the hill. There is also a monument representing Tamanian right at the footstep of the cascade
The area is very popular all year long, but in winter the parks are not very pleasant and the fountains are stopped. The park is often used as a live concert area which attracts more people.
