BEWARE: Predatory bait-and-switch scam near Battery Park – Avoid Big City Tourism, Starship Tours, and NY Waterway

I arrived for my confirmed Statue City Cruises ferry—the only official operator for the Statue of Liberty—with valid 11:00 AM tickets. Outside the park, I was intercepted by aggressive street vendors wearing uniforms designed to look like official staff.
They used high-pressure, deceptive tactics, falsely claiming I was 'late' and that my official tickets were no longer valid. To complete the scam, they explicitly promised me that the cost of my original tickets would be refunded if I purchased new ones through them. Under this false pretense, I was coerced into paying USD 219.96 to Big City Tourism.
This was a total bait-and-switch. I was not taken to the Statue of Liberty or Ellis Island; instead, I was funneled onto a bus and taken to a different pier to board a boat operated by Starship Tours and Events (which often links to or uses the same ecosystem as NY Waterway harbor tours). This was just a generic 1.5-hour harbor cruise that did not stop at the islands. My legitimate Statue City Cruises tickets were completely wasted, and the 'refund' promised by the Big City Tourism agent (who identified himself as 'Omar') never materialized.
These vendors are operating a sophisticated scam near Battery Park. Big City Tourism, Starship Tours and Events, and associated NY Waterway harbor tour operators are complicit in this system by accepting passengers funneled to them through these fraudulent sales tactics.
Do not trust anyone in a uniform standing outside the park gates. The only official way to visit the Statue of Liberty is through the Statue City Cruises terminal. I am reporting this fraud to the NYPD, the NYC Department of Consumer and Worker Protection, and my bank. Save your money and your time—avoid these scammers at all costs."
