Very few restaurants offer dim sum in Westchester so guess people flock here for that, but honestly this is not worth it. Way below average food in an overpriced ugly restaurant. Better off waiting and going into the city.

Aberdeen is always a favorite of mine whenever I am in White Plains. It is the best Dim Sum I can remember, including in Hong Kong. Reasonable prices to boot.
