I'm so glad we did this. It's completely free and just a short elevator ride up to the top of city hall. It's got especially great views of Capitol Park.
This observation deck located on the 18th floor of City Hall gives you a great view of Richmond and the James River. Unfortunately, all of the deck windows had a layer of dirt on the inside and out that significantly obstructed the view. The observation deck is also in need of some repair. The observation deck at the top of city hall is a must see with panoramic views of RVA. Simply enter city hall from any entrance, go the the elevator, and press the button for OD. I'll keep this simple- it's easy to find, it's free, and it offers spectacular views of downtown Richmond including the state capitol. I have lived in the Richmond area for 25 years and have never experienced this amazing view. I loved seeing some of my favorite sites from 'up above'. The 360° views of the city and surround counties. Accessible by elevator in the city hall building. Only turn off was the cigarette smoke - this is where all of the smoking employees congregate.
