We arrived at night at the KOA RV Park, we knew the tower was there but could not see it. We had a nice surprise at dawn. The best part is the sun raising illuminates only the tower, its a stunning site.

There Visitor Center is ok for what it is. Devil's Tower isn't Yellowstone or Yosemite. If it's empty, you'd spend less than 15 minutes in the building. Grab the park pamphlet and go on the trial. It's an easy walk/hike.
You paid your $10, so you should get something more than a small building that gets overcrowded quickly. No film. Half the building is the gift shop. Well worth sticking your head in to the visitor centre to check out the history and formation of this phenomena. Then go see the prairie dogs en route to Devil's Tower. Wonderful place to visit.
