You can see these Gato's while on the public buses or in your car just traveling around the city. Most of the ceramic cats are the size of a wolf hound, which is one of the largest dogs.

El Peñón is my personal favorite neighborhood. It is trendy, it is safe to walk around in and it houses El Gato de Tejada. I recommend visiting this area. El Gato starts a promenade through intervened sculptures of female cats aside the river. It is a very particular spot in Cali but I would say it is worthy to complement with a walk around both sides of the river. It is a nice walk and fun to look at the cats. It is iconic, but will not take up much time. I suggest grabbing empanadas and champus across the street afterwards!
