Just an ordinary monument - it`s not deserving your time. Anyway, you will see it as this monument is at the main street and can`t be missed. But don`t expect too much.
Personally, I was way more impressed by the monument of Louis Pasteur inside the Public Health Institute.

Everywhere in Serbia, it appears that there is a statue of a man on a horse which locals use as a meeting point "see you at the horse" - in Nis this is "the horse" as it is halfway between the Turkish Fortress and the main shopping area.
Found in the middle of the city, on Milan square, it was erected in 1937. Symbol of the liberation wars fought in Nis during the Ottoman occupation (1809) and WW1. Good for the symbol but don't expect too much, it is not exactly a 'monument to visit' nor an 'attraction'..
