Bike, row, jog, or stroll along the Yarkon river on the north or south side from the Metzizim beach all the way back to Ganei Yehoshua and Ramat Gan. There's a water park, rental jeeps for kids, and tons of playgrounds and dog runs. I could go to this park every day.
This must be the center of the outdoor activities in Tel Aviv. This place is crowded all day long, starting at 6am, packed with all sort runners training, cyclers, walkers, you named it.
