I am glad we went up with the elevator Santa Justa instead of walking up. It normally cost 5 euros, but we had the 24 hours day pass from Carris (metro, tram, bus) for 6,50 euros and the elevator was included. I would not recommend paying just to go up and down. We queued on a Sunday morning (around 10) for 40 minutes. The lifts go up and down once every 10 minutes or so. We were fine with the wait, and it was only 5€ but you could get much better views for free in other parts of Lisbon.
The Santa Justa Elevator, from what could be seen of it, is an ornate metal construction that houses two large elevator cabins of polished wood; each holding about 20 people.
