We took our boys here (ages 10 and 11) to snorkel and it was great! The water was very clear that day, we went to the reef and saw lots of fish. Probably the best snorkeling we did right off the beach.
Thankfully a guy came on the beach right after us to snorkel too, and he told us we need to go out to the white buoy because that is where the friendly fish are and assortment of fish. He was right! This beach is quiet and really accessible with a nice parking lot if needed. Just swim out to the first boat mooring (white round ball bouy) for some great snorkeling. It's right next to the Westin, but not many people lay on the sand by Governor's Beach. For the most part it's pretty private. There are tons of fish and the water is clear, blue, and just magnificent.
This beach is nice and sandy and gets deep really fast. Probably not good for non-swimmers or small children. When we were there it was like being in a wave pool-which I thought was fun. Great beach with beautiful water. Snorkeling offshore is pretty good too. The only bad part was there was really no shade and the resorts weren't willing to let us rent a cabana.

Govenor's Beach must be the public beach on the Seven Mile Beach and was okay compared to our resort's beach.
